 Throughout history, many Basques have had to leave Euskal Herria. This has been both for economic and political reasons. Even though they have been welcomed by and very often play a fundamental part in the development of the host countries, the bond with Euskal Herria is not broken. To some extent, Euskal Etxeak (centres founded by Basque emigrants in order to maintain contact with and promote Basque culture) have proliferated throughout the world, disseminating Basque traditions.

In the founding declarations of UDALBILTZA® reference is made to the importance of the opinion of the Diaspora with regard to the future of Euskal Herria. We should like to renew our commitment with this invitation.

We wish to create a specific section within this website for Basques throughout the world. The Euskal Etxeak and those of you who belong to them constitute a visible Basque identity around the world. There is no-one better-placed than you to be aware of and make others aware of the Basque situation. Your opinion is essential in the national construction process of Euskal Herria in order to create this country. As a means of inter-relation between the Euskal Etxeak and our institution and as the part of Euskal Herria that you are, this section is referred to as the 8th TERRITORY.

To achieve the aims of UDALBIDE, it is vital for both parties to maintain active relations. We would like to receive information about your activities and concerns, and to keep you informed about matters here as closely as possible. We wish to create a strong meeting point between the "Eighth Territory" and the other territories comprising Euskal Herria.

Those of you who live in the Diaspora, despite being far away from Euskal Herria, undeniably form part of this nation. Consequently, you both participate in and are responsible for the current situation and future of this people.

We at UDALBIDE, apart from what public administrations do, will promote initiatives and projects so that those of you who belong to the Diaspora may continue to be participants in Euskal Herria, by means of: talks, cultural activities and social issues, etc. - in a few words, reinforcing the bond and identity you share with this nation.
